| On
November 24, 2002 President George W Bush presented congress with a comprehensive
plan to wage war against our enemies on a global scale. His plan involves a fifteen
year schedule to invade more than a dozen hostile countries
across the globe. Due to the extraordinary number of service personnel that will
be required to carry out this great task, it has been decided that every American
of eligible age will be entitled to participate in at least one war. In light
of the need for economic stimulus, President Bush signed Executive Order No. 13666
on December 4, 2002, authorizing the immediate advancee disbursement of Veteran
Benefits to all Veterans of Future Wars through the use of Prepaid Combat Cards.
